What's in a gallon.

California's state gas tax is 63.4¢ a gallon, and under current law it goes up automatically every July. In mid-2017 it was 29.7¢. The Valley Promise ends it.

How a Guillermo Savings Account works, start to finish.

  1. Day one

    $1,000

    Every newborn gets a first-home account, opened with $1,000 from the state.

  2. Every year

    Up to $6,000

    Parents can add up to $6,000 a year, and deduct every dollar of it from state taxable income.

  3. While they grow up

    Invested

    The money is invested in the market, in the same kind of stock and bond funds a 529 college plan uses, and the growth is tax-free. Add $100 a month and at 5% a year there's about $36,000 by age 18.

  4. The big day

    Keys

    The account pays for an FHA-backed down payment and other qualified homebuying costs.
